A cette préoccupation de la défense des particuliers contre les malfaiteurs, s’ajoute une préoccupation politique. Les gouvernements auraient constamment à se défendre par la force, si les factions politiques, qui préfèrent à la voie légale trop lente à leur gré, celle des armes, pouvaient librement fabriquer, entreposer, détenir celles-ci et s’en munir, quand bon leur semblerait. Aussi voyons-nous la législation due le port d’armes osciller entre le libéralisme et la sévérité, selon les époque calmes ou troublées.
